Som fastlege og kommuneoverlege var Arne Bye en av Frostas mest betrodde menn. Omtalt av pasientene og kommunen som verdens beste lege. Bak fasaden begikk han talløse overgrep mot kvinnene som oppsøkte han for å få hjelp.
Det første varselet nådde Helsetilsynet alt i 2006. Likevel gikk det 16 år før noen grep inn. Omfanget er så rystende at det har blitt kjent som Norges største overgrepssak noensinne.
Men dette er ikke bare historien om en overgriper. Det er også historien om et system som valgte taushet.
I denne serien møter Marte Spurkland flere av de utsatte kvinnene og tidligere kommunedirektør Endre Skjervø, som åpner opp om hva som egentlig skjedde i korridorene på Frosta. Hvorfor ble ikke Arne Bye stoppet?
