The grid operator has been trying to come up with a framework to manage data center load and create more accurate forecasting measures. In December 2025, FERC ordered PJM to write its rules for co-location to include three key services, which include both firm and non-firm capacity contracts, and interim network service contracts.
The 14-page plan marked a preview of what PJM’s future FERC filing will include, teasing the idea of a separate, albeit limited, expedited queue for large load additions.
