  • Chris Holman welcomes back Eric Lupher, President of the Citizens Research Council, Livonia, with 4 branches across Michigan.

Topic: New Citizens Research Council Report Analyzes Detroit’s Economic Development Efforts

LIVONIA, Mich., February 2024 – The Citizens Research Council of Michigan released the first in a two-part series of reports assessing and analyzing the City of Detroit’s economic condition, economic development policies, opportunities for reform and alternative approaches to reliance on tax incentives. The reports were developed at the request of the Detroit City Council’s Legislative Policy Division and designed to help inform the debate over the city’s economic development policy. Click here for the full report: An Assessment of Detroit’s Economic Condition and a Critique of its Economic Development Efforts.

Ten years after the City of Detroit declared bankruptcy, Detroit’s economy has improved substantially. That improvement has not changed the economics of business attraction caused by the city’s significant socioeconomic problems and racial disparities that, when combined with high property tax rates, make the city more expensive and lessen the expected rates of return.

Detroit has substantial socioeconomic problems to overcome, as evidenced by the report’s income, poverty, and educational data, making it even more difficult for the city to compete, even with nearby metropolitan areas. According to the report, to overcome these socioeconomic problems, city economic development policy relies on tax incentives to make private investment in Detroit more attractive.

Like the rest of Michigan, Detroit’s population has been steadily declining, which has played a significant role in its weakened economic base. The city’s population peaked in 1950 at 1.8 million and has fallen each decade since, falling to less than an estimated 637,000 in 2022, a 65.4 percent decline. That massive shrinking means fewer people, workers, and business patrons.

“These assessments of Detroit’s economic development efforts will help local elected officials and Detroit’s residents as they discuss, debate, and decide which policy path the city should take,” said Eric Lupher, Research Council president. “It is up to elected officials and citizens to decide what to do with this information.”

    In a Nutshell

Detroit’s economy has improved substantially since it filed for bankruptcy a decade ago, yet the city still has serious socioeconomic problems that, when combined with high property tax rates, make it hard to attract and retain businesses.

The property tax rate is one of the handful of costs to do business that the city controls, and to reduce that cost and subsidize what may otherwise be unprofitable investments the city offers tax business attraction incentives—tax abatement and improvements funded through tax increment financing.
After nearly 50 years of granting tax abatements and using tax increment financing to provide improvements in the downtown areas, it could be hoped that conditions in the city would have improved sufficiently so that their use would no longer be necessary.

A cursory analysis of the cost of locating in the city and the revenues businesses can expect to yield reveals that a gap continues to exist stacking the deck against the city for business attractions. Detroit can ill afford to cease the use of tax abatements until the gap between costs developers face and return on investment is closed.

The next report will seek to answer what tax incentives are awarded by the city, whether tax incentives are effective, whether tax incentives are cost-effective, and why the city uses tax incentives. Importantly, it will ask if local elected officials and citizens should consider whether city economic development policy is improperly focused on attracting individual businesses.

  • Chris Holman welcomes back Kurt J. Rankin vice president and senior economist for The PNC Financial Services Group, Pittsburgh, PA.

PNC’s latest semi-annual survey of small- and mid-sized businesses, which concluded Feb. 2, results are out, tell us about them?

Drill down on optimism for next 6 months?

So that optimism is for the overall economy and their own businesses?

    How about profits?

PNC’s latest semi-annual survey of small- and mid-sized businesses, which concluded Feb. 2, shows that business owner optimism about economic conditions over the next six months has reached a 22-year high amid lessening fears of a recession.

    Top-Level Findings

PNC’s latest semi-annual survey of small and mid-sized businesses shows that business owner optimism about economic conditions over the next six months has reached a 22-year high amid lessening fears of a recession.
A majority of those surveyed (55%) are highly optimistic about the national economy, rocketing up from 34% last fall and 26% a year ago. Four in 10 (40%) are highly optimistic about the global economy, up from 25% last fall and 9% a year ago. Nearly two-thirds of business owners (63%) are highly optimistic about their local economy, up from 47% last fall and 30% a year ago.

Optimism also runs high about their own businesses. Eight in 10 business owners (79%) reported that they are highly optimistic about the prospects for their own business, consistent with last fall (77%) and up substantially from a year ago (60%). Manufacturing led other sectors, with 81% anticipating better times ahead for their own businesses. Larger revenue ($20 million to $250 million) business leaders expressed the most optimism about the national and local economies as well as their own businesses, while smaller revenue ($100,000 to $3 million) business owners are the least optimistic.

The outlook on profits for the next six months remains steady, with just over half of those surveyed (52%) expecting an increase, midway between the levels recorded last fall (55%) and a year ago (49%). Few businesses anticipate decreases in profits (5%) or sales (5%) over the same time period.

  • Chris Holman welcomes back Tom Kelly, President & CEO, Automation Alley, Troy, MI.

This month they're discussing Integr8 Playbook #3: Additive Manufacturing

    Q. Thanks for coming back on our show to talk about Automation Alley’s series of Integr8 playbooks.
Your next one is focused on additive manufacturing – and we will get into that – but remind us again what this series of playbooks is?

    · The 2024 Integr8 Roundtable Series offers invite-only roundtable sessions where leaders from industry, academia and government meet.

    · Each roundtable is focused on a different topic or challenge related to the Industry 4.0 and the transition to digital manufacturing

    · And then we publish a playbook from each roundtable that provides advice for manufacturers to help them overcome challenges

    · It all builds momentum towards the Integr8 Roundtable Summit, to be held Oct. 3 in Detroit

    Q. So, you just released the findings from your third roundtable. What was the focus? And can you tell us about your findings?

    · Our third playbook was focused on additive manufacturing or 3D printing

    · Additive manufacturing isn’t new – it’s been around for decades – but what is new is how advanced it has become and what it can do today

    · Across the country, we are seeing manufactures do amazing things with 3D printing

o From rockets to sustainable housing

    · While some Industry 4.0 technologies are more nebulous like Big Data and the Industrial Internet of Things, additive manufacturing (AM) is hands on and visual.

    · You can see a new additively manufactured piece being printed and feel it, from a rocket booster the size of a truck to a micro-lattice part the size of a matchhead.

    Q. What are the challenges? What is holding companies back from deploying it?

    · A lot of manufactures remain stuck – they continue to do things the old way – and they are just not sure how to implement 3D printing

    · And then there is the cost – the best 3D printers are not cheap, and we recognize that

    · At Automation Alley, we encourage manufacturers to start small and we help them get started with funding and training through our Project DAMOnD program.

    · The process starts with redefining how engineers design products. Design For Additive Manufacturing (DFAM) is a set of processes that focuses on the design, engineering, and production of components or end products through additive manufacturing.

    · When designing components or products using DFAM, engineers consider material properties, build speed versus accuracy tradeoff, surface finish requirements, and structural integrity as they would with any regular build. Those elements are critical to manufacturing parts that can perform with quality

    Additional background for MBN reference:

The third playbook explores what is possible with additive manufacturing and offers strategies and considerations for adopting an additive mindset. Topics discussed include:

    · The importance of design for additive manufacturing (DFAM)

    · Generative artificial intelligence design and additive manufacturing · Project DIAMOnD, a distributed manufacturing and additive manufacturing use case

    · Additive manufacturing and sustainability

    · Government support with Additive Manufacturing Forward (AM Forward)

    · Integrating additive manufacturing programs in education

    · Building a scalable framework
