So then we arrest them again, and whoever can arrest all these criminals that we arrested before and then bribed to do more crimes will not only show Tokyo PD's worth to the public and garner us more support, but will also gain massive prestige within the organization that we've rigged to arrest the criminals and then bribe them to do the crimes so we can arrest them again.
